You put on five heavy armor if you want to use it. Otherwise use your class skill or balance.

unfortunately I don't need to wear heavy armor to make this skill work.....

No info - not sure I want it recreatable.....

Suffice to say - I am wearing 6 light and 1 medium cp 690+ and can use immovable

If you’re right, this is a bug that should be fixed, but let’s be real... nobody is going to be exploiting this for anything. It’s low priority.
