I'm not an expert myself, but from the research i've done i found that sword and shield (aka sword and board) with resto is often used in pvp while destro with resto is more common in pve.

Try to search for 'templar pve healer' or 'Templar pvp healer' etc
You'll immediatly see sites from Deltia, Alcast, tamrielfoundry etc
    PVE:
    http://deltiasgaming.com/eso-templar-healer/
    https://alcasthq.com/eso-magicka-templar-healer-build-pve/
    http://tamrielfoundry.com/topic/pve-templar-healer-dawnbringer/
    PVP:
    http://deltiasgaming.com/eso-templar-pvp-healer/
    https://alcasthq.com/eso-magicka-templar-heal-build-pvp/
Of course these are just a few of many builds, do try to look for updated builds.

I'm not really familiar with healing in pvp, but i can tell you this about pve:
Each of these builds have their own different setups but if you compare them you will see the most important skills and sets. Try to read through some of those builds and you'll also get the explanation on why they use certain skills and sets.

Common skills for a templar healer are: Breath of life, Elemental Drain, Rapid Regenaration, Combat prayer...
Not all builds have all these skills, and there are a lot more possibilities than those listed above.

Common gear for templar healers are Spell Power Cure, Worm Cult, Kagrenac's Hope etc etc
Again you may have to do some testing on what works for you and what fits the needs of your group

If i can answer any other questions of you, feel free to ask.. sadly can't help you in game (PC EU for me) but i'm sure other, more experienced players than me will be able to help you even more. Another thing you could do is join a guild, there will be people with a lot experience who are glad to help you if you ask them nice.

    Because it rhymes.

It's not uncommon for it to actually be axe/mace/dagger and shield, too, but it's always called sword and board!

For PvE and dungeons, light/resto/destro is what's working best.

PvP, it doesn't work as well, because as soon as people see a healer in PvP, they want him dead first because you make it hard for them to get other kills. That's why every PvP healer build is heavy armor for staying alive and surviving, a dead healer is a useless one.

Sword and shield, you will be blocking a lot because everyone wants you dead, so sword and shield will reduce block cost and increase the amount of damage you can brush off. This is very strong on a templar because all the powerful heals you need are actually in your class skills, so you don't need a restoration staff to do huge healing, you can do strong heals with a sword and shield while also being tanky. Your resto staff will be on the back bar with long duration healing over time abilities and maybe some offensive ones.

And finally, sword and shield adds an extra equipment slot so you can have another full set. Many pvp healers wear 2 monster sets, 5 armor pieces of a set, then jewelry, s+b=5 for a whole extra set, wheras before it would have been 4 with just a single staff. An extra piece might not sound like much, but it is huge when the set is something like sanctuary/gossamer or other healing sets that can save a life.

You can wear light armor in PvP if you have a large group to protect you. But even then people will still seek you out, so heavy armor/s+b/resto is most popular.

We called "board" because you craft shields with the woodworking line :)

Also, abbreviated s+s could be sword and sword or sword and shield. So using s+b reduces confusion.
