I think it really depends on how you play the game. In terms of the state of the game, it's more or less the same since Morrowind, i.e. resource management is kind of borked and a lot of old builds simply don't work anymore, so you're gonna have to reconfigure your stuff if you play endgame. In terms of endgame it's really not that amazing, but if you are just playing the game casually I don't think it'll be too big of a bother.

Personally I haven't played the game much after Clockwork City dropped, since I was kind of hoping we'd get some reversal of the terrible decisions made in Morrowind, but as those didn't come and the combat is still really dull I've just kind of given up.
I think ESO has become a terrible game to play for endgame, as it's clear that the developers don't really care about that portion of the community. It's all more or less centered around new players, and the players who comes and goes in ebbs and flows, whenever there's an event, new content, and so on.

Personally I think this is a bad time to be playing the game, but I know not everyone agrees with me. It also depends on how you used to play the game, and how many of your friends / guildies still play. For me both of those things are kind of [snip] at this point, which ruins the experience significantly.
