Wow, can you be any more arrogant? I did it in 25 seconds flat manually. I spent two hours doing it over and over. Restarted console and repeated. It is a bug.
I would think that insisting that one's skill is infallible, while being told repeatedly by others that there is no issue, would be more in line with a definition of arrogance.
Also, repeating it over and over may well cause issues to occur. Or, dropping/failing the quest may invalidate the achievement for that day.

The problem is you need to actually loot the chests, or it doesn't update. Without the coins the quest doesn't advance. So, no, this isn't that the achievement is bugged, it's a PEBKAC issue.
The Achievement requirements do not state the requirement of looting each chest to obtain it. It states, "During the Trial of Five-Clawed Guile in Reaper's March, unlock all chests in 35 seconds or less."

Man.... i've had that happen too.
Like, i get the advanced and intermediate chests opened, then i would force the lock on the simple one, I know it's all RNG but surely forcing a lock at a 25% chance shouldn't take 27 failed attempts in a row.

The easiest way to get this is find a friend, crack the chests together. Between the two of you, you should be able to get into all of them before the timer runs out. (With the caveat that this might not work exactly the way you're hoping.) But it is worth the attempt.
Worst case, if you've got a buddy who's good with the lockpicking minigame, you can ask them to do it for you, (again, team up, and they pick the locks). Or you can try practicing on whatever locks you can find, scattered around the game world.
Other than that, your best bet might be to spend time stealing and fencing and selling as much as you can. Find abandoned farm houses, barns, werehouses, and just take everything. All those worthless provisioning mats, anything that's not nailed down. Sell it or launder it, and raise your legerdemain skill line. One of its passives will make forcing locks easier, and you can effectively cut the easy lock off the list. Also (if you've never worked on legerdemain) grab the Trafficker passive. This directly affects how quickly you can level legerdemain.
This isn't an easy achievement, but it is doable. Just get some more practice in, wherever you can. I would recommend spending more time with higher difficulty locks. They have a shorter time limit, and will help you hone your picking abilities more than simple ones. But, that's about the best advice available, sorry.
I actually did have a bug with this achievement not being given to me as well, but I don't know if it's the same thing.
I was grouped with a guildie and we both had the quest active. I did all the lockpicking to finish it within the time limit and yet he got the achievement (even though he did nothing) and I didn't. It was very odd!
Next time I did it I got it though, and I didn't use any force locks on either attempt.

If he was the group leader and didn't share the quest (J menu, right-click the quest, select 'Share'), then it might happen that you do the work but the group leader gets the reward.

I hadn't put any skillpoints into loksmith last year, didn't knew it was that useful. But still got the achievement on my first try. It's absolutely doable.
This year I did it with my new Warden, forced the simple chest (took two tries, even with 4 points in locksmith .. I'm not a very lucky person) and picked the other two. First try achievement.
But since I'm really fond of the lockpicking-minigame, I'm very "trained".
