[PCNA-Group Queue-PVP]= Allowing Players of Other Factions to use another Alliance's Population

This bug has been on going but ive only recently learned of it. Players are able to use group queue by a non pop locked faction to bypass their own alliance's population controls. IG: Vivec NAPC- EP and DC are both pop locked but AD is three bar. An AD group leader can invite 7 EP friends and group queue the party to vivec bypassing the 7 EP from waiting in queue. Potential problems- I have not confirmed this but if the 7 EP are bypassing the EP counter then are they being counted to the AD population? IG possible massive population imbalance. This is creating a very unfair advantage to both those waiting in queue and the faction that is being cheated out of population numbers. Has this been reported? and is there a known fix in the future. @ZOS_RichLambert

    Have been told that this happens and is why us AD in Vivec on Xbox NA always feel outnumbered. If it is really happening and not just something that we are imagining it seems like a serious enough issue to warrant a speedy fix.

    I know the group queueing works and it would in fact allow one faction to be over their deemed cap. The really question is it taking pop from the queueing faction. IG in the example above AD would lose 7 spots because the seven EP were queued on an AD group leader.

    That is beside the point. The EP and DC get put above the cap anyway.

    I believe this happens for 2 reasons.
    1) There is no alliance check for queuing into pvp when there really needs to be.
    2) The population seems to be tied to players who have joined the campaign for one day even and never entered Cyrodiil again or may not have logged into the game again. They also get automatically enrolled in the next campaign after the first ends.

    The second issue above is just because of poor pvp zone design. It doesn't behave like the "megaserver" system that the rest of the game world uses that lets you and your friend be in different versions of the same zone until you group and can choose to go to their version. It seems Cyrodiil only has the single versions that are the named campaign so there is a permanent cap on amount of players allowed in pvp that cannot be adjusted for real time population.
    This also makes it very hard to switch your home campaign unless you pvp enough to buy a switch or are online, without bugs, during the campaign end time.

    This could account for a huge amount of the lag in Cyrodiil if it actually allows the zone cap to be exceeded.

    Yeah, this issue has been rampant for months now and gets abused beyond belief.
    Murphy's Law of PvP : If it can be abused and or exploited, it will be abused and or exploited.

    The only true way to fix this is to have an automated check every 15min in cyro. So let's say DC queues 24 under AD since they are pop locked. Those 24 people that are supposed to be under DC queue will be kicked from cyro as well as anyone else that group queues under the opposing faction to bypass the queues.

    Removing group queue won't fix it cuz knowing zos train of demolition they rain on fixing stuff they would prolly demolish group queue on both pvp and pve and wrobel and the other squirrels will say (working as intended)


    So an automated check every 15/30 would be the best option.
