In regard to champion points does percentage points before the decimal still not add to tool tip? Or is there some CP skills that this rule does not apply to?

✭✭✭✭✭All Percentages are rounded down. Only the few stars that give values like Resistance don't do this

Also, unless you are at or near the cap, this does not really matter as your going to be in this situation as you grow your pool.Enjoy the game, life is what you really want to be worried about.

✭✭✭✭✭It rounds down to the whole number. It never rounds up. It applies to everything that's percentage based and I believe non percentage base CP still has jump points.
