Tbh, normally you would stun someone close to on CD too. Trust me, people can absolutely nuke themselves with this skill. I see a NB coming, cast purifying light + unstable core. The dumb/blind ones will completely destroy themselves. It basically forces them to stop attacking you or remove it. Similar to how a cc would behave. Yes, but nearly 100% up time on CC immunity isn't considered OP? Go figure...
