I will go against it...it will enable certain builds only achieveable if you are rich&always keep an eye on cyrodii vendor.
Also another reason why I against jewel crafting as simply “adding jewel to craft sets” and also probably ZOS won't allow is, For now with some of craft set being good but lack of jewel, this enables players usually must participate in game activity to get any 5/5/X set bonus combo instead of just have gold and buy yourself a build. (exception being pure craft set/& overland set build, but those are rare), due to the fact that craft sets lack jewel
If crafting jewelry is too much of a thing to implement i at least know it wont be hard for them to make crafted set ring and necklace pieces available to buy from a vendor. Either way, crafted set jewelry needs to happen.
They promised us at the beginning that Crafted would always be viable. Without jewelry in the craftable sets, this promise will always be false. Making the jewelry something that has to be earned in some way, such as AP, is certainly better than never offering jewelry in these sets.

Perhaps I'm wrong, but... What if, at one moment in the game, 2 of the best sets for a build are crafted ones ? You just craft 2 sets, and good to go ? I mean, you can just *pay* for them, or craft them, and that's it ? Max level gear ? What's the point in gaming anymore after that ?
I'd run Hunding + Shacklebreaker in PvP thus xD
To add it to Cyro vendor is... Well. You have to be hardcore gamer, 100% uptime in the game to be here at the right moment to get them. Otherwise, you're [snip]. So, only people playing all the time will have a reliable change to give a shot at them. Eww... I'm not for it. I may play 2h/day, I'm not always playing during week ends.
What is already sold can be looted elsewhere, so...
Crafted sets *are* viable. Top sets in PvE settings for stam are Hunding / TFS / War Machine / (VO). So, you get Hunding + pick one of the trial sets. Julianos is also a solid choice for 5+5+1 or 5+5+2 DW casters. Not to mention TBS is sometimes the best, sometimes the worst, depending patches. And Shacklebreaker is insane on tanks. So... here you have at least 3 viable sets.
