I spent a fair amount of time a few days ago reporting 25+ botters in Grahtwood. PC NA. That was just the tip of the bot train -- there was way more than 25. They will probably get a slap on the wrist (if that) and be back at it in a few days.
And yes, they were botting - a fair number of them got stuck in a tree and were running in place...I'm sure for hours.
I stopped reporting bots. Idgaf. Waste of time.

I think it is fairly well known where the most active bots are, day after day.
Betnikh, Auridon, and others I am sure that could be named in about a minute.
When I see really low levels for the bots (on PS4 NA) it does give me some hope action is being taken. However, the other day I saw several characters with "garbage" names up in the level 30+ range. That to me speaks to the reports NOT being acted on. Or, I guess, players giving up on the reporting.
With 10 or so known active bot areas, I would think one GM could visit those locations as part of a daily loop. Head to location, ban who you see, and move to the next zone. With daily action, maybe some of the botters give up. Or maybe that is happening now and the money from goldselling is enough for the bots to come back even if they were banned twice a day.
Solutions:
1. GM's port bots into cyrodil as mercs, for all 3 factions to kill
2. GM's appear in the sky like Zeus and lightning bolt the crap outta them for the whole zone to see.
3. GM's place a daedric prince in the bots path and let it wipe the forest floor with the blood of the unbelievers. Limited time only with zone wide warnings to stop random players walking into it. It would need to be unkillable or it may soon find a raid group waiting next to the bots and would die before killing all the bots.
