If your character is a vampire it does not matter that much?
I guess it fits perfectly for a prison or torture chamber (belonging to the said vampire) when apart from being held in cages and freezing to death, your prisoners are exposed to goddamned awful eso art: namely paintings.
Also, I wouldn't forget to clutter the entire place with piles of deadric thrones. haha!
