trying to login to ESO website but can't, and I have a PS4 account

I have the game on PS4 and am trying to login into the eso website and is asking for my USERID but I don't have one. It also says that if I have it in PS4 account I wont receive a USERID until I receive an email, but i never did. So, am just wondering if you guys can resend the email again so I can get a USERID.
