Yeah...you know things like kill swapping, letting people into keeps, flipping and then switching to flip again...surely that's not in the spirit of the game and has to be against the ToS in some manner...nothing is written in stone and its all relative to how you interpret things...

But all of those things are punished.
Switching factions isn't the issue, people who take advantage of the game are the issue.
A thing people just never take into account is that not all players have the any race any alliance add-on. If they want to play a High-elf sorc and an Argonian DK, they are forced to play different factions. And if they want to play in an actually populated, competitive CP campaign, then they have to play in Vivec. How incredibly ridiculous would it be to force those players into only playing PVP on one character for 30 days because they have no other option and had to create characters in other alliances?

It is relative to how you interpret things. For example everyone here thought your OP was in reference to people changing factions on their characters or playing other factions to gain an advantage. Not faction flipping of a keep.
