✭✭I'd say Dark Elf... Mainly because you'll most likely be using a Fire Staff. You still get 2% boost to Frost damage so that's pretty decent too.

✭✭✭✭I picked Dunmer for the 2% frost damage passive, fire resistance (to go Vampire) and also lore value since most of the animals summoned are native to Morrowind.
