I can ride from the wayshrine at Mournhold (Deshaan) out ot the Undaunted camp and it takes quite a few seconds from the quest givers to 'resolve' on the screen so I can interface with them.
Also at times, in busy areas such as Vulkhel Guard or Gratwood, even the shrubbery takes ages to appear and I can get snagged on it.
My PC is a newish high spec CPU, RAM is abundant and graphics card is GeForce 1070.
Probably the internet's fault.Nothing I can do about that. It can't get any faster.

What kind of hard drive do you have? When I was playing on a 6 year old budget pc and upgraded my hard drive to an SSD it got rid of the issue, and I haven't had the issue at all on my new pc also with SSDs.

That could be a solution. The OS is on the SSD and the game is on a standard platter HDD.
Would be nice if there was an easy way to transfer it to the SSD, but I bought teh game through Steam so it ended up in the default and i am not too keen on downloading the game again. Just takes ages.
