Can the ESO digital key from the site be activated on Steam?

Hi, one of my friends wants to buy ESO but if he buys it from the official store of this site will he be able to activate it on Steam? I am not sure about that because i bought mine straight from Steam back then and i heard later that they changed something with digital ESO keys and Steam integration.
