Just a quick question regarding the tool tips on these proc sets.
Are valkyn skoria and overwhelming surge affected by the racial passive bonus to fire/flame damage that High Elfs have?
If not, what exactly does increase the tooltip? i.e. penetration, cp, max mag

Edit to be a bit more accurate they are affected by those % based Modifiers or things that increase that type of damage.

✭✭✭✭The tooltip of these sets improve with racial damage bonuses, CP damage increases, and damage buffs(berserk). The damage done also increases by raising your spell pen stat, but you won't see that in a tooltip.0
