how many time my character will have health penalty from maelstrom ?
is about 7 day my character carry 10k health penalty out of the arena of maelstrom
i get a bit boring always playing it 10k less i can not solo vet dungeon now but my health come back in cyrodiil

Okay, you might want to provide more information. I can't think of anything in Maelstrom that should be giving you a permanent health penalty. I'm going to assume you've reported this to ZOS in-game, though if you use the Ask For Help option, you can get an email chain going with Support. They've always been more than helpful when I've replied to their emails.
Is this an active debuff showing up on your character screen?
Is this broken armor or something that would otherwise decrease the health of your character?
Is this an effect from a boss sticking around longer than it should?
For that matter, how much health should you have and what is it at now?
Your health seemingly coming back in Cyrodiil might be because of Battle Spirit, which gives all players an extra 5000 health.
There's no health penalty from anywhere, and even if there is, it will not be any fault of Maelstrom Arena.
There are many ways to lose health, such as switching armor sets, enchantments, attribute points, and more.
I would rather you press C or whatever the equivalent is on consoles to open your character sheet, take a screenshot, and share it here along with what exactly your gear is. At least then we can actually tell you what your issue is.
Lower level characters have a health boost (especially in dungeons, my lowbie char has 5k hp more or so).Perhaps you leveled up and your stats became "normal".
Otherwise I cant explain that you miss 10k hp.
Well, eating wrong buff food (for example, drink instead of food) and changing items by accident are an option, too. But I assume you've checked that already.
