If we're including broken ones, Feeding Pit in Sanctum Ophidia. It's been broken and unobtainable since Morrowind Launched. You cannot place the meat to summon the hoards of trolls.

If we're excluding impossible ones then Tick-Tock Tormentor sounds like a fun challenge.

I think so, but what is the point when the reward is a title : (, don't get me wrong but there is no motivation to progress towards most of the hard achev in the game.

The alternative would be rewarding something truly desirable, like a skin or costume. At which point people would be complaining because they really want it and only the top 0.0001% of players actually can get it. There is no winning for ZOS in this situation, as with most.

It appears the titles alone are enough to make people complain that they will never achieve them, no need for skins or other cool cosmetics.
