Mouths don't work in gamepad mode

NPC mouth movements are normal in keyboard mode. But in gamepad mode their mouths don't move. I've tried disabling add-ons and running repair. What else could I try?

I should say actually that they do move, but only on the second conversation segment, and then it's hit or miss thereafter.
