You can still activate the gold edition code on your ESO account. It'll upgrade you to gold.

For any account, I bought it when it came out, basically just upgrades you account.

You can't buy Gold Edition from Bethesda from an account that already owns the game, either.

Physical Gold Edition copies are indeed intended for new accounts. However, as international conditions do change so often and so quickly, it would be worth it to contact customer service first and see if they can manually add the DLC with the Gold Edition code you'd provide. People have used Gold Edition to upgrade, but it's always a good idea to contact support first so there's a record of what you're trying to do before you try to do it.

You might not be able to buy from ZOS store, but you can activate a key bought from elsewhere on your ESO account page. Works fine, even if you play through Steam.

So, for example, buying the actual box (retro, I know) from Target or Walmart would get you a code that you could enter into an existing account to unlock the DLC?

Gold is cheaper than 5500 Crowns.
