Error, can't purchase on ESO store

I tried to purchase Morrowind using paypal. But after steps 4-Payment And Review, I got an error blank page https://account.elderscrollsonline.com/assets/500.html. Paypal didn't pop up like it usually did. I tried it a couple times, and now it's not a blank page anymore, instead it say: "There were issues with your recent transaction attempt. Please check the provided information again or contact support at http://help.elderscrollsonline.com/app/home." I went to the support link, but can't find the option to submit a ticket. What should I do now?
