I'd say it depends on the patriotism of the character, and the sympathies of whomever manages to hold power in Cyrodiil once the Imperial City is reclaimed. If for example the Tharns managed to reclaim power in Cyrodiil, Imperials that fled to serve other alliances may be considered traitors.

No.
Imperials are just an ethnic people group but it doesn't mean an ideology. The Reman dynasty is dead and was replaced by a snake who was replaced by many things including the daedra worshipping madmen from the Reach (Longhouse Emperors). Emperor Varen was a brief momentary reprieve in history before Molag Bal's invasion and our characters come on the scene. In that kind of setting where you have monstrous daedra running among and commanding Imperial troops through Mannimarco, is it hard to find it odd that many Imperials will wage war against what could clearly be considered as traitors to humanity as a whole? There are many good examples of this fighting already in Imperial City anyway.

In the end, who is a traitor and who is not is determined by who wins. All those imperials your imperial characters meeds over the edge of their blades? They are the traitors, for joining forces with daedric cults, for turning bandit, for joining with some warlord, for joining with one of the other alliances! You fight for the restoration of the empire after all! (of course, they are saying the same about you, so... whoever is left standing gets to tell the tale, and thus revel in "being right")

I actually think an Imperial character is the perfect hero for this time. He/she is impartial to every ruler, cares for the whole of Tamriel, and fights to re-unify the Empire. Cadwell's silver and gold are just experiences for the other races, but for the Imperial, it's just reinforcing what they already know; that everyone is splintered, and all the other races need a leader who cares about everyone equally, not a leader who thinks the other 2 leaders are weak/children.
It's the perfect theory imo.
