Because there are only a certain amount of pvpers on at any time. If 80% of them are all on one faction, no amount if coordination by the other 20% will help.
Its the same response to earlier suggestions that "primetime guilds' should recruit off-peak players to balance the off peak pop. The only place these can cone from is the dominating faction.
The only way this can be addressed is for people to move FROM the dominating faction.

But it looks like incentives are needed to make it happen.
