When a character name is taken on one platform is it taken on all?

Those that play on multiple platforms have you noticed whether you're able to create new characters using the same names? I picked up ESO on Xbox after having played for the last year on PS4 and when I went to create new characters I was able to reuse two of the same names I still have active on PS4. I tried testing a couple more names I had already used though and those were showing taken.
So what I'm wondering is when ESO checks to see if a name is already taken does it just look among the names on that platform or are all platforms including PC tied together? I was kind of hesitant to level up another character with the same name as my main on PS4 for fear it could cause something to become buggy.

✭If I recall correctly, the names only extend to as far as that server. So you can use the same name on NA and EU.Xbox NA2 -

I can confirm this.
I started out on the EU server (very briefly), then switched to the US server and recreated my main character, name and all.
If the names were reserved cross server, I'd have had to delete the EU version of my main before creating the US version.
