Why does Summerset have a 'Proxy Queen'?

In the Clockwork City you can find a lengthy report on Artaeum addressed to "Her Magnificence, Proxy to Queen Ayrenn." Other than the obvious reason ("Kate Beckinsale was expensive and we don't want to hire her back for a DLC, thus no Queen Ayrenn"), why would Summerset need a Proxy Queen?

    A queen cannot be everywhere at once, thus proxies

    Because Ayrenn is busy on her diplomatic stuff around other areas of the dominion, so she has somebody to rule in her place. Besides, who knows if this proxy queen will actually be there when we arrive, it might be Ayrenn. Or it may be a big plot point that this proxy queen is being corrupted by Mephala. We'll have to wait for the next chapter to find out.

    Jorunn rules from Windhelm, even though the Pact capital is Mournhold.

    Actually, Ayrenn seems to rule from Skywatch; despite the capital of the Dominion being Elden Root, where Camoran Aeradan rules. Similarly, (as @Tyrobag stated) King Jorunn rules from Windhelm and not the Pact capital of Mournhold.

    In the lore, the Summerset Isles are more like a collection of city-states with a king over them. Alinor is the capital, but you see different city-states have their own thing going on. For example, in TES: Daggerfall, we meet Morgiah, Queen Barenziah's daughter, who had been married to the king of Firsthold. We also hear about conflicts between those cities, such as Skywatch vs Firsthold or Alinor vs Lillandril.

    So politically, Ayrenn leaving a chancellor of sorts behind to deal with situations while she holds down the Dominion business is not unusual for her, and probably fits well in a setting that is a collection of city-states to begin with.
