Using alternate characters in toon name?

How do people get alternate characters in their toon names? When I tried to use the alt code for the special character I wanted to use it did not work.

Use the Windows character map, or copy/paste from another source.

Just as a warning, it's a bit buggy. If you use alt characters in your name you may be unable to receive whispers. As a side note, it's a great way to avoid rage tells in pvp if that's something you're into.

An friend has ø and æ in is name, guess that is the reason.
He once promising an reward in zone if some whispered him, I cheated using the account name and did not get an reward.
ø and æ is Norwegian characters and on our keyboards. Guess same is true for other countries.
Sometimes you get Russian postings in zone, assuming its guild invites.

It turns out I was trying to use some characters not allowed by ESO. If you try to do that, nothing happens. Once I started using characters ESO recognizes, everything was peachy.
