What is this quest and where do you get it? ive gone over the list on UESP of quests and its the only one i dont recognize and their is no description. can anyone help me out.

✭✭✭✭If I recall correctly, you find that one kind of over in the east side of the map--between the east world boss and delve, maybe? I know it's an outdoor "found" quest start, so just kind of ride an oval in that east side and pan around looking for the new quest pin.
