Throw in a giant excavation beam to break Baar Dau apart before it crashes then.
Honestly i dont know why the Dunmer just didnt immediate hire all the Telvanni mages to steadily break the thing apart in the first place so it stopped being a constant threat breathing down their necks.

Actually, several races have made it to the moon. The Khajiit have a moon-sugar farm up there(they climbed on top of each other to form a ladder), and the imperials have a space station in "space"(tchnically space is just Aetherius), but I'm not entirely sure if the Battlespire is that station.
