Does it’s set effect (The Timeless Blessing) work with things like: Swallow Soul, Sap Essence, and Siphoning Strikes?
I ask this, because the set effect reads: “When you cast Blessing of Protection, the cost of your Magicka and Stamina healing abilities are reduced by 27% for 3 seconds.”

✭✭While I haven't tested it I would be very surprised if it did.
The skills you mentioned aren't primarily healing abilities, they are DPS/resource skills that have a small secondary healing function, not a skill that you would cast specifically to heal someone.GM of the Unholy LegacyPC/EU/EP1 -
