My first I found (on my main) was in Rawl'kha in Reaper's March.
Found a second on an alt in the Redfur Trading Post in Grahtwood.
Both in safeboxes. It's just a random reward you can get along with the coins or green/blue/maybe purple lootable stolen items.

In game they're called "lockboxes," but "strongbox" is synonymous.
When you say "Provisioner," is it an NPC that is actually labeled as such? I've been searching and can only seem to find Chefs and Brewers, both of which cannot be pickpocketed!
