My usual solution to this problem is to buy a storage house to store my furniture until I use it in a house I want...hmm, I may see why ZOS won't fix this problem anytime soon.
Yes a furniture storage function would be nice. Genuinely surprised there isn't one, even if it's exclusive only to ESO + players like the crafting bag (which is great).

I was shocked this didn't exist on day one. Genuinely still don't have a house yet, not even an inn room, but I bought one of the tree/plant collections from the Crown Store on day one thinking I could "save up" furnishings for when a big plot of land goes on sale so I can build a huge garden/forest paradise. I was planning on buying both of the garden packs that were available, but stopped after the first one because of the INSANE inventory clutter (now bank clutter ) and haven't even considered buying other furnishing packs since specifically because of this issue.
I'd like it, currently have my odd scraps of furniture (read: fishes and burnt branches) spread out over two inn-rooms just to get them out of my inventory.
I only have some small inn rooms and two small houses I share with my fella, but I'm saving up for something bigger and fancier, and am dreading the prospect of having lots of furniture but no proper storage for it.
Furniture storage and storage inside houses are on my 2018 wishlist.

I think this was raised before and they made a comment about how it had something to do with stacking?
I might just have dreamt this of course but I am sure there was talk about it on ESO Live.

Really? Get a storage house or a storage character or buy bank space. But a furniture bag? Pointless
Pointless you say? And yet, proper furniture storage is a fundamental feature of a well designed housing system . Most other MMOs handle this much better than ESO, with a variety of techniques used to prevent furniture and housing items causing excessive inventory clutter.
Inventory clutter has always been a major issue with ESO. The crafting bag and extra bank space alleviates this significantly for ESO+ members, but furniture increasingly causes problems, especially as more is added all the time. Look at the recent Witches festival and the ridiculous array of different variants of branches and twigs that we all now have cluttering our bank space.
Just buying extra bank space or dumping all spare furniture into a storage house is not an elegant or sustainable solution.
Furniture storage, in some shape or form, is badly needed.
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis
