Did someone from ZoS actually state that or do you just mean that that's the feeling you got reading the threads? I've never heard them say anything at all and I assume it's definitely not happening.

Hundings + Julianos = Still weak hybrid <- I disagree: a templar hybrid with 5/ 5/ 54 would not only be able to dish out almost max possible damage (pushed with hundings) but have access to usefull class-heals (pushed with julianos) ... 5-6k heals at almost no loss of weapon damage isn't weak!
Hundings + Pelinals = Slightly less weak hybrid <- I disagree, I actually have used a compareable setup on a templar hybrid (pelinals and morag tong (yes, I know templars do not have poison abilities - i was pushing weapon damage), ... I started to solo normal pledges with this setup (and that was the first time I ever ran those dungeons at all). I noted this setup because hunding IS more favourable for stamina focussed hybrids then morag tong is for templars.
Hundings + Innate Axiom < Hundings + Automaton (class dependent)
Julianos + Seducer < Julianos + Lich
Nights Silence = Bad set for PVP or PVE, just be a vamp
Kvatch + Acuity < Kvatch + Leviathan (is Kvatch even a good set? Sounds weak but I've never tried it)
Twice Born Star = Useless set since the mundus stone nerfs with HotR, for any chosen mundus there is a better set that does the same thing without wasted hybrid bonuses: maybe if you like to strongly specialize... idk for PVE vet content? but not everyone is doing that, especially not in PVP. There beeing able to push 2 different stats in one set is plain awesome.
- Lover < Spinner/Spriggans
- Thief < Mothers Sorrow/Leviathan
- Mage < Nevroporence/Destruction Mastery
- Atronach < Lich, Seducer, Alteration, Warlock, Magicka Furnace
- Apprentice < Julianos
- Warrior < Hundings
These are mostly from a PVE perspective, but I don't really see how any of those combinations would cause issues in PVP. <- Yes, ever been called a cheater when you, beeing at resistance hard cap, heal through enemies damage, and able to dish out damage thanks to medium armor bonus ? (btw: i currently use twice born star, ok on a stamplar not a hybriplar but ... maybe you like to re-evaluate some assumtions
