Well you do go to the store and go to search
You type in "brassi" and click search (didn't show me anything until I hit the button "show all results.").
It was at the end.
I could not find it on any "Elder Scrolls Online" game name or add-on.
It is NOT on Xbox home page, it is NOT on elder scrolls online page in the add-ons.
The ONLY way I found it was using the search function on "brassi" as stated above0 -

Not sure who qualifies, but it may be ESO+ specific....If you travel to a friend or guildie you may not get it. If that happens, then go to a Clockwork City wayshrine, then manaully travel to the Brass Fortress & enter it that way. I forget the exact name but it's something like Dova-Fly...

Is only gotten on PlayStation. PlayStation Sony. Is blue, because the PlayStation main/signature color is blue. Get the reference? Rather clever of ZOS.0 -

And green is the color of the XBox, so yes I see the reason for the different color. That's probably also the reason why it's not in the Crown store as this is shared across platforms. Still a nice move from ZOS.1 -

Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis0 -

Everyone with access to Clockwork dlc gets it, just like everyone gets the jackal from Thieves Guild or the pet you get for entering Wrothgar.
