The game is becoming unplayable for me (performance)

I'll be upfront. I play on an old PC. It's got a Q9650, overclocked to 3.6GHz, which puts it's single-threaded and multi-threaded PC Mark score at 1,500 and 5,000 respectively. Those figures are actually respectable, considering. The CPU was the cream of the crop in it's day. Other parts of the PC have been upgraded, GTX970, SSDs, and so on.

I usually avoid Cyrodiil altogether. It's fine off-peak, but bigger battles cause framerates between 10 and 20. I like playing in IC anyway. Lately, though, fights in IC are becoming a problem as well. 2 allies, 3 opponents, on a flag with 3 NPCs, and the framerates aren't exactly in the dumps, but the game stutters. Just now someone incapped me, and I'm lying flat on my back, not able to get back up and avoid my death. For all I know the game / server is running smoothly, but I have no idea of the timing of events anymore. I need the feedback to know that my break free, bar swap, Healing Ward, and so on, has succeeded.

What has stopped me from upgrading is that everyone has these issues at times. Do you think they are always down to server / network lag, or could my old CPU be a contributing factor?

    I think its all server..

    I get the same problems yet my framerate and ping are showing reasonable amounts.

    If it was network, would see ping issues (although packet-loss could be a thing).
    If it was client performance (ie your pc) - you would see low framerate.

    But when I see a 60fps framerate and 180ms ping, but it takes 4 seconds for an ability to register... well, what does that suggest to me?
    Fo rme to hit an ability - for that message to reach the server and be actioned by the server, and for that return message to get back to me and for my client to render it... well,
    Time for messages to travel = 180ms x2 = 360ms.
    Time for my client to render = 1/60th of a second = 0.017s (17ms)

    So out of 4 seconds, that's got to be a full 3.623 seconds for the server to action it.
