That’s a good question. I always wondered why it is that some players have different size patches that they are downloading, if everyone is getting the same patch on said platform. I wish I could tell you why that is, but I genuinely have no clue.
I suppose some people only get to download the new files while others have to donwload the whole game again?
I just played yesterday and my game was up-to date with latest patch.

AFAIK its because when we download any patch for this game on PS4, it's condensed with all other previous patches. Clockwork city in itself isn't 37.4 GB, that's CC with all other patched content from the past. The great disparity between PS4 PRO and PS4 regular comes from the beefed up textures and other things PS4 Pro patches have packed in that regular PS4 patches don't.
Warframe uses a similar system - but they don't always deploy that way. Usually updates are about 1-2GB in that game, but every so often they deploy a condensed patch that contains ALL previous other patches, which sits around 12GB - the do it for optimization and space saving purposes, they remove any duplicate/outdated files and repack it all. It seems ESO uses this method for every major update.
