They actively didn’t take any. I think it’s fairly obvious when they are continuing to sexually harass me for up to month after the first ticket was submitted

I would imagine it's helpful for her. If she's already reached out to you via a PM send her an update with any information that you have.
It's currently early morning in Baltimore so will be a while until she's in the office, just update any conversations you've had with her and I'm sure she'll see when she gets into the office and has time to follow up on it.

Could you take a photo of them with a digital camera or phone? Then you could upload those to a personal cloud service or a hidden Imgur album and link those to her.

I also went through a very similar situation that actually escalated to the point where I felt entirely unsafe. I had been talking with ESO and Sony for months before either of them decided to act. While Eso actually attempted to help me out by changing my account names and talking to me about the situation Sony were very slow and I had to make a number of phone calls and emails before they actually acted on it. While I can't really go into details of what happened it was very stressful for me and in all my years of gaming I had never been in that situation before. Blocking on Console does not work.

I would like to point out this happened a while ago and I do think more moderation is still needed in this area for all players.

Actually, I was think of getting in touch with Microsoft to get their account banned entirely. I mean if I blocked and in an ideal world the block system worked, who’s To say he won’t go on to do the same thing to other people?

No, I didn't, because the thread is gonna get locked and that's the only answer I'm going to be able to give you.

I did read you wanna get Microsoft involved. If he's sending these things to you through xbox lives service, then yes, take it through microsoft. You will likely have a higher chance of it geting resolved if you do.

I don't know how blocking works on Xbox as I am on the PS4 but I know for a fact that it does not work haha, I am not sure how it behaves on PC either, however if this player has started sending messages to you outside of game then by all means contact Microsoft, send the screenshots to them as well.

I have them blocked so that means they can’t send me messages through Xbox live but ESO doesn’t detect the block so I can still see their in game chats

We do not know anything about your situation, whether or not you're actually under attack and we in no way are capable of helping you. This is a private matter and most definitely does not belong on the official forums.

If you're feeling unsafe, perhaps it would be best to take steps to change your identifying tags in game, or worst comes to worst, stop playing the game entirely. Your safety should matter more to you than one MMO.
