Oftentimes in countries either competitions that require no skill are banned, or prizes over a certain combined amount of money are banned, or they have aditional rules (such as having a judge from THAT country present when the winners are being decided, or the absolute need to use very specific software to decide the winners).

these contests are either illegal (the contest starter does not know about legality issues with some countries), they applied for every single permit required, are skill based competitions (even let's say "submit a picture" competition is considered a skill based competition), or are too small for it to matter (Sometimes I give away games to my 2000 subscribers. However police won't chase me down because I'm a tiny minuscule person and not an entire company).0 -

However a crate with humbug isn't "real stuff". Part of the major prize is "•A trip to PAX East 2018 for you and a friend – we cover your flight and lodging!" that implies real world money/services, and not in-game stuff. That could be the difference.

Bryong9ub17_ESO✭✭✭✭This has less to do with ZOS and more to do with your country and your laws. Complaining to ZOS isn't going to magicly change the laws of your county. If you don't like it, get a hold of the appropriate government official of your country, but I highly doubt they're going to change anything simply because you can't participate in a contest for a video game.1
