So after running today's pledge and getting a set of Sellistrix, I realized that nobody uses it and I now know why. Before I do, I will say this is coming from a pvp perspective (even though I don't think it's used in pve at all either), and I will be comparing this set to the other popular proc sets.
Tldr; Sellistrix is extremely underperforming and is in need of some help for pvp settings (and probably pve)
Sellistrix:
1: Adds 967 max Stamina
2: When you deal damage, you have a 10% chance to create an earthquake under the enemy that erupts after 2 seconds, dealing 3870 Physical Damage to all enemies within 4 meters and stunning them for 3 seconds. This effect can occur once every 5 seconds.
Selene:
1: Adds 967 max Stamina
2: When you deal direct melee damage, you have a 15% chance to call on a primal spirit that mauls the closest enemy in front of you for 12000 Physical Damage. This effect can occur once every 4 seconds.
Velidreth:
1: Adds 129 weapon damage
2: When you deal damage, you have a 20% chance to spawn 3 disease spores in front of you that deal 10320 Disease Damage to the first enemy hit. This effect can occur once every 9 seconds.
Tremorscale:
1: Adds 967 max Stamina
2: When you taunt an enemy, you have a 50% chance to cause a duneripper to burst from the ground beneath them, dealing 6500 Physical Damage to all enemies within 4 meters and reducing their Movement Speed by 70% for 8 seconds. This effect can occur once every 4 seconds.
So upon looking over these sets, it is quite clear that Sellistrix is by far the worst in comparison to these other physical damage proc sets. Firstly, proc rate. Theoretically, you could proc Selene and Tremorscale the most as they have the lowest cooldown, but with Tremorscale you have to use a taunt, and Selene requires direct melee damage (so only skills like Dizzying Swing or Reverb bash). Sellistrix comes in second place with potential proc rate, but is "easier" to proc since it can proc from any source of damage. Lastly is Velidreth with a 9 second cooldown.
Next up for review is damage. Sellistrix does the least damage BY FAR, but since is an AOE it can hit multiple people, unlike the others, so if you are fighting multiple enemies you have the potential to do more TOTAL damage than the others, but will perform far worse in single target scenarios.
One big problem I suspect others (including myself) have with this set is that it stuns the enemy when it procs. This can lead to situations when you want to time your burst with a stun into an ultimate but can't because they have CC immunity because your set proc'd a few seconds beforehand. Since timing stuns with burst a big part of effectively killing people in pvp, this is definitely an issue.
The second big issue I see with this set is the fact that it takes TWO SECONDS TO ACTUALLY DO THE DAMAGE. With the abundance of stamina players in pvp being able to dodge roll out, simply walk away from the proc, and skills such as streak and NB shade, this leads to the set almost NEVER hitting enemies. Of course you will encounter players that don't know what the set does (probably cause nobody uses it so they've never seen it) or they are simply a bad player that doesn't know how to react, but the majority of the time yes, it will not hit. Many people know that movement is a key to being effective in open world pvp, so having a proc set with a relatively small aoe that takes 2 seconds to activate can be very ineffective.
So to finish this up, in comparison to the other few most popular stamina proc sets being used in Cyrodiil, here is how it stacks up against them.

It works well in cyro, like when a group uses battering ram on your keep, and u stand above them and stuns them again and again

That's honestly not terrible and there haven't been any changes to the set since then so the topic is still technically relevant.
