The idea is to give guild members the ability to create tasks for other guild members to complete.
For example, if I was in desperate need of [Saaz Hops] I could create a contract that pays people gold for filling my contract. So, a guild member could pull up the contracts tab on the guild screen, read over the terms of my contract and decide to accept it. The contract would be added to a section(Name of guild) of your quest journal, and when you have the required items or completed the required tasks, then you could complete the contract which would mail me the [Saaz Hops] and instantly reward them whatever reward was set(and submitted).
It would simply automate what can already be done via chat.
Another example could be if you are looking for a crafter to make you a specific set, you could create a contract with the exact pieces you want crafted, and then offer the materials required plus some gold as a reward.
A system like this could be used for more than just simple buying & trading orders. A large PVP guild might want to encourage their members to defend a specific keep, so they could add a contract that rewards guild members for killing enemy players or healing friendly players near a specific keep on a specific campaign.
Alternatively a trade guild might want to reward guild members for buying or selling items on the guild store. Or even for recruiting players to the guild. Contracts could be made that rewards a guild member who recruits 10 new members with a promotion to the next guild rank. Or maybe a free tabard.
This type of system could also help bring people together by letting players post contracts for help with certain quests, dungeons, trials, etc. A contract could pay out large for a group who completes a trial in a certain amount of time. Or if a player is having trouble finding a group to quest in craglorn, a contract could be created that will reward you for completing a specific quest with a specific guild member.
Finally, because everything can't be 100% automated, there could be a 'manual' class of contract that would require the contractor to sign off on it's completion before the contracted player would be rewarded. It would be more like a bulletin board than an automated quest.
The contract editor itself would have to be very in-depth, allowing people to setup hourly, daily, weekly, monthly quests. Every item in the game would have to be in a list along with every quest & location. Contract rewards would have to be submitted into the system when the contract is being created. Repeated contracts(daily) would have to have a surplus of rewards and the contract would come down as soon as they are gone, if a member was working that contract they would see the 'Failed: [Saaz Hops] contract' or something to indicate it's no longer active.
