The wings have actually been the symbol of House Indoril since Morrowind, in which the book Poison Song says this:
Tay had seen his uncle Triffith's similar ring, crested with the wing which was the seal of House Indoril.
I'm not sure what it symbolizes, but it might have something to do with the Hawk that Veloth meets in End of the Journey. The Great Houses and their Uses also says this about the Indoril symbol:
Have you seen their crest? It has wings, to let them fly far above us. That's how they see us: beneath them. Far beneath them.3 -
