There seem to be two quests in this zone. I have found one of them and completed it (to get the rudder where you find out there are imperial army). However there seems to be another quest where the starter is up on a platform above you. How do you get up to that NPC?

✭✭✭✭✭You'll have to explore the cave as there are several pathways through the caves, one of which will take you up to that level. I usually complete the first quest, then backtrack my way through the whole cave looking for the captured sailors.0 -

Yeah I've gone through all the paths from what I can see. When I get to the upper level I don't see the quest marker. It only shows up when I'm right below the platform.0 -
