The Bosmeri chef's questline gives you recipes, like Orzorga in Wrothgar. The gold recipe is the reward for the third and last quest.

And, the food recipe says Improvement Level 2, but it is Gold, so it will be interesting if you can make it without all 4 Passives.

We need a stam version for this... why is it the magicka version of useful foods is always released first?

It was the same deal with Witchmother's potent brew.

He's in the outlaws refuge! His name begins with a B but of course I can't remember it right now. If you take the entrance from Slag Town he's way in the back.
