Is that mask/hood an event item, or something? Is this just artwork for the game, or can I get that or something similar to it?

The drop rates are low but they're not bound so you can also buy them from players.

I quote this post that clarifies everything, zos did a mess also changing the names with last update, version was removed. All the kind of masks with correct names are here.
