Not Receiving Full Experience Boost From Witches Festival?

I am a level 16. My experience points received for normal kills (32xxx XP) without the witches whistle is 71XP. With the witches whistle it is 128 when it should be 142 (71+71). I am using an add on that shows experience received. I also suspect this carries over to other rewards as well.
Could the raise in the champion cap have caused this?

✭XP is rounded to pretty much only show to one digit behind the decimal point, maybe even round the decimal point off entirely if the number is large enough anyway. That is in the default UI.
Addons also have their own bugs.1
