Big principle seems to be that the Winged Twilight is single target and ranged, where as scamp is melee AoE with a stun. So, for the Mage in AA you'd want to use the Twilight to dps the shades, because the scamps will die too often and take too long to get to them. For the twins, you'd want the Twilight again so that the adds are not stunned and so that sufficient dps can be placed on each twin, particularly since the two move around. There could be other fights where you'd use the Twilight, but scamp seems to be the way to go.
