My Rally Skill Broke since 30 Days And Zos Doesn't Even Care About It

Like i said on the title when i activate the rally skill, it doesn't grant me %20 weapon power it only heals me. Character stats are same after activating the skill. So i think there must a UI problem , logged off and on nothing changes, i also tested the skill on mobs t0o many times. There is no difference with active rally and no rally skill. . So i send a message to customer support. But their only answer is log off and on again. 
I even oppened a second ticket like 2 weeks ago. The answer is the same again and also skill is still broken.
At this i don't know what to do?

✭Do u happen to be wearing gear that already gives you major brutality? Because this will not add on top of that.6 -

So if i use major brutaly set i cant get bonus from skill you say. Then problem solved.1 -
