But if you get kicked from a dungeon, there is no penalty for the person who got kicked, even if they queued within 15 minutes. So if ZOS can separate that situation, they can surely separate the situation where the group disbands right?

If you get kicked from a group within the 15 minutes you still suffer from the wait time. It's just that most group kicks happen after 15 minutes has passed because the person kicked was holding the group back or was offline and never returned.

I've had this happen on PC a few times. Mostly when I queue as a tank or heals, and the previous person rage quit over the group quality.

Not true. I've kicked people from the beginning of dungeons, only to have them come immediately back.
And last month I was kicked immediately from a vRoM dungeon because I was lower level. I was able to queue immediately again with no penalty, and got into the SAME group again, and was promptly kicked immediately once more. And then I queued yet again at once.
So no - being kicked from a dungeon results in 0 penalty for the person being kicked even if it happens within 15 minutes of the group forming.

I've had the reverse happen, I was in a group that wouldn't listen about the planar in WGT. I dropped group and re-queued as a tank. Got shoved back in the group. Needless to say I logged that time for the day.
