Is the Valkyn Skoria set piece a guaranteed drop from vCoA2?

Reason why I'm asking is because the ESO wiki says it is a 100% drop rate. But from Google search, I saw discussions saying otherwise. They were from back in 2014-2015 time frame. So I wanted to know if currently it is a 100% drop or it is determined by RNGesus.

    Yup, the head piece will always drop on Vet after defeating the last boss.
