there is a 3 minutes times for the skull drop, they do not drop every time, only bosses drop them

I've been soloing public dungeons, partially to also catch up on bosses I haven't killed in previous visits, and have been getting 2-4 per dungeon, I think I've gotten around 25 (didn't look before I logged off earlier, but when I started today, I had 18). Hasn't been too crowded in the ones I've gone into so far.

do as much damage to the boss with spammable abilities, light attacks dont seem to be cutting it sometimes.

I found a pretty good "rotation" by cycling between two places very close to each other. Finish a boss at one, head over to the other. Repeat.

Surprisingly the timing and distance between each coincides almost perfectly with the cooldown. Now, I just need HJ dagger and shield and I'm golden.

All in all, not bad for my first night of the festival.

Did some testing with some Guildmates last night.

There is a 3 minute timer between Skull Drops. The timer starts as soon as you pick up a skull and goes until you kill the next boss. So you can start the fight at the 2 minute mark if you think the battle will take 1 minute. Note, most of your dolmen zergs take down a dolmen in less than one minute.

This timer applies to any boss that will drop a skull. So, those few places where a WB is near a Dolmen, make sure to wait about 2 to 2 1/2 minutes before engaging the next boss. I would wait 3 minutes to be safe, but with others around, there is only so much you can do about that.

Probably the hardest place to maintain the 3 minutes between pick up and kill the next boss are Public Dungeons and the easier Group Dungeons.

Skulls drop from any boss, be it a Mini Boss or a Final Boss.
Enjoy the game, life is what you really want to be worried about.

I'm low level and at the crowded dolmens I don't get a skull.
Found an out of the way dolmen with only 5-6 other players and I got skulls each boss kill.

I also hung out in delves for boss kills. Sometimes he spawned before my timer was up so I didn't get a skull but then did on the next kill.

If you are low level then stay away from the crowded areas.

So if you don't pickup the skull...is the timer still going...so in other words if you don't loot the boss...go on to the next boss and so on then you have no cool down, since you did not pick up the skull?

There is another mechanic in play too, but it always applies. If there are more then 12 players at a boss event, then its RNG as to who gets any loot, and only 12 players get loot. You have to do some damage, like 3% or something of the total to be given a chance to be in the loot pool.

So, long story short, your right, stay away from crowded events if you want a skull on each boss, give then the Skull Cool Down.
Enjoy the game, life is what you really want to be worried about.

As far as I know plunder skull have their own "drop cooldown".. it seems to be like 3 - 5 minutes. Bosses have loot cooldown too. If you kill bosses to fast - they will not drop anything... And you also need a plunder skull cooldown to reset in order to obtain them.

In public you can farm mobs while waiting for cooldown, for group dungeons the skulls is mostly an bonus.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

Ive bee running dolmens also on deshaab and the world boss near the middle dolmen. I have no issues getting the skulls. The cooldown is there but usually I only miss one boss per run. Also had some insane drops from the chests. 5 dolmens and 2 plague doctor epic necks, one epic ring and 1 mother sorrow epic ring.
