I can only chose the monthly subscription and it's much more expensive than if I could pay for 3/6/12 sub

    You can buy these although they do not automatically renew. Put a reminder in your calendar and you're set ....

    On console? I just checked it and there's only 1 month eso plus option on xbox store.

    Actually you can’t on Xbox one. It’s one month only.

    Whatever the reason is, I suspect it’s also the cause of other eso Plus issues on xboxone.
    They just need to move eso Plus off Xbox one and align it under buying crown packs. And be done with it
